EU Businees

1. Is this a treaty with the EU or the USA? Or perhaps the EU already signed the TTIP, and we are now the vassal of the USA? ... Who is deciding on EU politics!?
2. How can the EU sign an accord with an interim governement? The eelctions are in May, too late for the EC? Are the risks of a changing majority inside/outside the EU so high?
